- I'm trying to degrade desktop CPU's voltage/frequency in microsoft windows, but i find a question. I can set power policy by throttling CPU (powrprof.h) in laptop Intel CPU, but can't do that in desktop CPU. That means desktop CPU doesn't support CPU throttling? But i read the CPU spec. And it did support speedstepped.

It’s entirely possible that CPU slowdown is caused by Microsoft’s thermal throttling approaches. Other high-end laptops are also subject to thermal throttling and Apple MacBook Pro models were also experiencing performance issues until Apple released software to fix excessive throttling.
It could be a bug impacting the thermal management system which slowdowns the clock speeds under heavy thermal loads. The throttling issue was first reported in 2018 on Surface Book and complaints have increased significantly in 2019.
